No I don't know the artist. I looked at the signature but I didn't recognize it and now I can't remember. I should have photographed the signature up close. I could probably find some info by Goggling.
OK, I Googled and Googled and I finally found the guy... William Cochran of Frederick, MD. He is quite insanely good indeed as you can see at this site.

That's insanely good. I used to do fool the eye painting myself. Never even attempted people.
This guy is considered the gold standard by many: Graham Rust His books are very good.
