I think it's the string they use to tie onto balloons... kind of curled and stringing down for the balloon above... Just a guess.

That looks like the thing they corral helium balloons in, maybe at Ashton Place Kroger store?

No, didn't see you (I live 85 miles away!), but I go to that store sometimes when I'm in Charleston and thought I recognized the way they corral their balloons.
