I am not sure yet what this is, but I can say that this is not a bobbin... there is not the hole in the middle for the holder... and what is in the middle can't be it. Gosh, I hope I am right about that!
Leave it to the teenager who is still in school to recognize this... Adam is correct, it's the front of a "Boston" pencil sharpener with the rotating thingy for different sized pencils.
I'll admit it, I tried to cheat and drag the file to my desktop to see if it had a name. Nice touch on the file name.
