See, you made me think I was smart with the mushroom mystery!!! I knew that one immediately. This one is hard. I have no clue. If it we just one "thing" and they weren't covered with that misty looking stuff and rust underneath, I would say it looks kind of like the joystick on my camera. I am going to stare at it for a while longer and see if anything comes to me.
Notice that Stanton said "It's a cover on a water meter."... not "IS IT a cover on a water meter?". He's not guessing. A while back the water company installed these remote transmitters on the meters so that the meter-reader just drives through the area and the meter communicates with his receiver via wireless. Those odd shaped things are the plastic antenna covers on the old-fashioned iron cover. For some reason, they sprayed blue paint on many of them.
I'm completely stumped. It looks to me like some kind of rivets in rusted metal. Maybe that'll help someone else...

Looks like another version of tamper-resistant screws -- the kind you have to have a special screwdriver to turn.

I wouldn't be surprised if there was a special tool for that, but it'd be a pretty big screwdriver since those heads are about 2 inches across.
